I have considered that but it's more comedy than grim dark. I want them to look like the kind of prisoners you'd expect in the 40th millenium. Considering that Guardsmen are the hardest humans around, the criminals must be pretty tough and insane. I'm thinking along the lines of the Inquisitiors' Acolyte in one of the Cain novels.
Not necessarily... you read the schaeffer models it reveals you can get all sorts in penal legions. Sure, the ones that survive lots of battles are tough... but who says your penal legion squad is a veteran penal legion squad? :oP
